I think people look at "2014" and subconsciously think "oh it's still 20XX, the 90s were only just a few years ago!" when really, like you said, it's pushing on two decades.
It's probably because since a millenia is such a huge leap in dating timeframes, that any increments of one year are going to look smaller than one year increments when used in the same decade.
2014 seems closer to 1994 than 1994 does to 1974, for example.
