Captain Hitsugaya's zanpakuto is manifested by a blue dragon spirit, which is the one you see here. It comes out when he uses Hyourinmaru's Shikai ability. Hyourinmaru means "Ice Ring" and it is the strongest ice type zanpakuto of Soul Society.
